Ambition Lancashire is the long term Sustainable Community Strategy which sets out a strategic vision for the county to the year 2025 and builds upon the priorities identified by the people of Lancashire. This document has been recently reviewed.

The new Local Area Agreement (LAA) has been developed as a suite of measures which will deliver the outcomes which are of greatest importance to the communities of Lancashire. These measures have been chosen to reflect a wide range of priorities but more importantly deliver the principles of Ambition Lancashire which are 'narrowing the gap for disadvantaged people and areas' and 'to encourage active and engaged communities and citizens.'

Draft New LAA Framework

The theme leads and lead partners have been negotiating with the Government Office North West (GONW) to establish the LAA targets for each of our priorities. The business case for each target is available by clicking on the individual national and local indicators under each theme.  Targets for each performance indicator are currently being negotiated with the government office.  Progress on target setting is available here (excel spreadsheet).  

Negotiation will continue through May before the draft LAA with the final LAA expected to be ready for submission at the beginning of June.

Sign off for the new LAA

The county council, as the responsible authority for the Local Area Agreement, is required to approve the draft LAA before it is submitted to the Secretary of State for approval and designation of targets.  The draft LAA will be submitted to the full council meeting on 29 May 2008. The final LAA will then be submitted to GONW for sign off by the Secretary of State for Communities and Local Government by the end of June. The 2008-11 will be implemented from 1 July 2008 and is expected to run until 31 March 2011.

Representatives from the statutory partners and the voluntary, community and faith sector have been involved in the development process of the LAA and in the negotiation of each improvement target.  Partners will not be asked to sign up to the LAA formally until the final targets have been agreed by Lancashire Partnership. Each partner agency will be asked to indicate and sign up to specific targets.  

Refresh of the Local Area Agreement

Each year there is the opportunity to update or 'refresh' the Local Area Agreement. This will continue under the new LAA framework.
